Who Regulates Flavor Products? Understanding the Roles of FDA, TTB, FEMA, and GRAS in the Flavor Industry
The world of flavor manufacturing is governed by several U.S. regulatory bodies and scientific panels that work together to ensure that products—like the pure flavoring extracts made at Saena under the Angel Bake™ brand—are safe, transparent, and truthfully represented. Whether you are a chef, food manufacturer, or beverage developer, understanding who does what can help you make more informed decisions when selecting premium flavor ingredients.
Below is a clear breakdown of the major regulators and industry organizations behind flavor safety and compliance in the United States.
FDA — Food & Drug Administration
The U.S. Food & Drug Administration (FDA) oversees the safety of most food ingredients sold in the United States—including natural and artificial flavors. Under the Federal Food, Drug, and Cosmetic Act, the FDA regulates:
Ingredient safety
Labeling and claims
Good Manufacturing Practices (GMP)
Food additives and flavoring substances
Adulteration and misbranding protections
For flavor manufacturers like Saena Baking Co., FDA regulations set the framework for:
The TTB regulates products that contain alcohol—including many flavor extracts that use alcohol as a solvent. Extracts such as vanilla, citrus, and botanicals often fall under TTB oversight when they:
Contain ethanol
Are produced in facilities using alcohol
Require formula approval (standard of identity)
TTB’s role includes:
Regulating the use and storage of alcohol in manufacturing
Approving formulations for alcohol-based extracts
Monitoring tax compliance related to alcohol usage
Saena Baking Co. works with TTB-approved formulations to ensure that our alcohol-based extracts meet federal specifications for purity, composition, and manufacturing integrity.
FEMA — Flavor and Extract Manufacturers Association
The Flavor and Extract Manufacturers Association (FEMA) is not a government agency but a scientific and regulatory industry body. FEMA is responsible for:
Reviewing flavoring substances for safety
Publishing expert evaluations
Maintaining the FEMA GRAS program (Generally Recognized As Safe)
Many flavoring ingredients used in professional kitchens and food manufacturing facilities—including essential oils—are evaluated through FEMA’s expert panel. FEMA helps the flavor industry maintain high standards of safety, scientific review, and regulatory alignment with FDA.
Understanding GRAS — “Generally Recognized As Safe”
GRAS is a regulatory designation that identifies substances considered safe for use in food under the conditions of intended use. GRAS determinations can occur in two ways:
Through scientific procedures — Independent experts review available research and determine safety.
Through common use in food prior to 1958 — Some ingredients are historically recognized as safe due to long-standing use.
Many natural flavor components—such as citrus oils, peppermint, vanilla, or rose derivatives—are recognized under FEMA GRAS or FDA GRAS criteria. This provides manufacturers, chefs, and food developers assurance that:
While their responsibilities differ, FDA, TTB, and FEMA collectively create a comprehensive system of oversight:
Organization
Role in Flavor Regulation
FDA
Ensures ingredient safety, truthful labeling, GMP, and compliance with food laws
TTB
Regulates alcohol used in extracts, approves formulas, oversees tax compliance
FEMA
Conducts scientific evaluation of flavoring substances; manages FEMA GRAS listings
GRAS
Provides a recognized safety framework for flavor chemicals and natural ingredients
Angel Bake™ extracts are produced within these regulatory frameworks to guarantee safety, purity, and consistency for both professional and home culinary applications.
Why This Matters for Chefs, Bakers, and Food Manufacturers
When you choose a flavoring product—especially for commercial use—you want assurance that:
What We Don’tHave Is Just as Important as What We DoHave
In flavor development, it’s possible to focus solely on taste and aroma. But when you’re manufacturing at scale—especially for private-label clients, co-manufacturers, or national distribution—what’s not in your ingredient list can make or break a product.
At Seana, makers of Angel Bake Pure Extracts, we understand that for food manufacturers and contract producers, compliance isn’t optional—it’s foundational. That’s why our pure extracts are not only crafted for exceptional performance and flavor but also meticulously formulated to meet the strictest ingredient guidelines in the industry.
Why Ingredient Compliance Matters
When large grocery chains share a list of unacceptable ingredients with their suppliers, it’s not a suggestion—it’s a mandate. And failure to comply can mean lost contracts, costly reformulation, or delisting.
That’s why one of the nation’s leading honey manufacturers chose our Pure Bulgarian Lavender Extract to flavor a new botanical-infused honey. Our product passed their stringent compliance screening without a single issue—earning us a long-term place in their supply chain.
What You Won’t Find in Our Extracts
We steer clear of ingredients commonly flagged in retail and wholesale food policies, including but not limited to:
Synthetic colors and dyes
Artificial flavors and enhancers
Propylene glycol (used in many flavor carriers)
Preservatives like BHT or sodium benzoate
Genetically modified ingredients
Undisclosed allergens or derivatives
Chemical solvents beyond food-grade ethanol
Ingredients not listed as FEMA GRAS
Instead, our Angel Bake Extracts are made with integrity. We strive to deliver a clean-label flavoring solution that is:
✅ Non-GMO
✅ Certified Kosher
✅ Gluten-Free
✅ Made with Organic Ingredients
✅ No added sugars
✅ No food coloring
The Hidden Risk of the Wrong Flavor Supplier
A flavor might perform well in R&D—but if it contains non-compliant carriers or synthetic agents, it could be disqualified just before launch. Reformulating after failure costs more than just time—it can delay rollouts and damage brand trust.
With Angel Bake, our clients know they’re using a compliant, high-performing extract built for real-world food systems.
Made for Production. Trusted by Professionals.
Whether you’re flavoring honey, syrups, baked goods, or beverages, our extracts scale beautifully. They’re available in foodservice-friendly formats (including 1-gallon and 55-gallon drums) and integrate seamlessly into both small-batch and industrial lines.
Key Advantages:
✔️ Clean-label compliance
✔️ Reliable sourcing and documentation
✔️ Flavor consistency across batches
✔️ No artificial components
✔️ Ideal for national brand production
In short: when it comes to flavoring ingredients, what we don’t include matters just as much as what we do. Our extracts are engineered for flavor—but built for trust, traceability, and performance at scale.
If you’re a food manufacturer or developer looking for a clean-label solution that delivers—reach out. We’re here to help.

At Saena Baking Co., precision matters in both flavor use and ingredient declaration. The following dosage ranges are Angel Bake starting recommendations. Adjust them for the individual flavor, recipe, process, and desired sensory result.
How Much Culinary Aromatics Extract to Use?
Liquids and Recipes Without Baking: Begin with 3 to 5 drops per cup. This range works well for beverages, honey, fillings, syrups, creams, and other applications that are not exposed to baking temperatures.
Baked Goods: Begin with 5 to 6 drops per cup. The additional flavor helps compensate for aroma that may be reduced during baking.
Taste and bench test before scaling. Some flavors may require less. A stronger sensory target or a demanding process may require more.
Choose the Appropriate Format
Culinary Aromatics: Alcohol based, natural, unadulterated FTNF flavors for beverages, syrups, cocktails, finishing, aqueous systems, and compatible culinary applications.
Pure Infusions: MCT based flavor oils that are often the optimal starting point for chocolate, cocoa liquor, ice cream, candy, cake batter, breads, buttercreams, fillings, sauces, dressings, and other oil or fat phase formulations. They also suit many high heat processes.
Culinary Crystals: Made to order dry flavors for dry blending and immediate dispersion.
Encapsulated Essences: Made to order dry flavors for applications that benefit from flavor protection during processing or storage.
Tips for Flavor and Aroma
In syrups, jams, sauces, and creams, later addition can help retain fresh aroma when the process allows it. In other products, earlier addition may be needed for dispersion or processing. Test the flavor in the actual formula and complete production cycle.
Culinary Aromatics can also be applied as a finishing mist. A light spray places concentrated aroma at the surface of a finished food, creating an effect similar to a culinary perfume. Establish the correct dosage and application method before service.
Declaring Flavor Ingredients
Ingredient declaration belongs in the product’s ingredient statement, not the Nutrition Facts panel. Saena provides product specifications to support the customer’s labeling review.
Depending on the product, formulation, jurisdiction, and applicable regulations, the declaration may use a term such as:
Natural flavor or natural flavoring
A named extract, when the specification and applicable standard support that declaration
Do not select a declaration from this article alone. Use the specification for the exact ingredient purchased and confirm the finished label with the responsible regulatory professional. Requirements can change according to product category, market, and jurisdiction.
Quality, Documentation, and Support
Angel Bake Culinary Aromatics are natural, unadulterated FTNF flavors. Saena can provide the appropriate product specification and discuss format selection, recommended use, and application testing without disclosing proprietary formulation details.
Not all of them. But ours are, and that is a decision rather than an inheritance. Alcohol is the best carrier we have for aroma, which is why it sits under the whole Culinary Aromatics® range. Where a different carrier does the job better, we build that instead.
Three answers, depending on what you are making
Alcohol based, for most work.Culinary Aromatics® carry aroma into water based systems, disperse instantly, and spray as a fine mist.
Oil based, for fat based systems.Pure Infusions™ are built for chocolate, confectionery, coatings and dressings, where an alcohol carrier is the wrong tool.
Neither, if your process needs something else. We formulate to specification, across all four of our platforms.
Alcohol is the best carrier for aroma, and that is why it is the default
Flavor compounds in botanicals are largely not water soluble. Food grade alcohol dissolves them, holds them in a stable solution that does not separate or degrade on the shelf, and releases them cleanly the moment the extract meets heat, fat or liquid.
It is the same reason perfumery has been built on alcohol for centuries. Alcohol is volatile, so it lifts aroma off the surface and into the air. And aroma is most of what your customer experiences as flavor, since the tongue only contributes sweet, salt, sour, bitter and savory. Everything else arrives through the nose.
Two things follow from that for a production environment. Our carrier is organic cane sugar alcohol with no added water, which makes it suited to moisture sensitive work. And at the concentration the line is formulated to, the product does not support microbial growth, which is why the microbiological section of our certificate of analysis reads not applicable across the panel.
Where an oil carrier does the job better
Alcohol is not the answer to everything, and we would rather sell you the right format than the flagship one.
Fat based systems are a genuinely different problem. Pure Infusions™ flavor oils carry many of the same botanicals in an organic coconut derived MCT base. They are oil soluble and heat stable, which makes them right for chocolate, ganache, compound coatings, icings, nut butters and dressings.
The reverse holds too. An oil will not disperse through a batter, a syrup, a coffee or a cocktail. Choose by the system you are flavoring, not by which carrier sounds preferable in the abstract.
What alcohol free actually costs you
Removing the alcohol does not remove the need for a carrier. Something still has to dissolve the flavor and let it go again, and each substitute has a consequence you will see on your own label or in your own product.
Carrier
What it costs you
Propylene glycol
Appears on your ingredient statement
Glycerin
Sweet, so it shifts the balance of the finished product
Water
Supports microbial growth, so it needs a preservation strategy
Four things we can state about every Culinary Aromatics® extract, each of which sits on a specification sheet rather than in a marketing line:
No synthetic or artificial flavor ingredients.
No propylene glycol.
No added water.
Built from the named botanical only, which keeps a with other natural flavors qualifier off your front panel.
If neither format fits, we formulate
Standard products exist because most requirements repeat. Yours might not.
Saena develops across four platforms: Culinary Aromatics® liquid extracts, Pure Infusions™ flavor oils, Culinary Crystals™ granulated flavors and Encapsulated Essences™ flavor powders. If your process needs a carrier, a concentration, a format or a packaging configuration we do not stock, that is a conversation rather than a dead end. We also support private label and custom development.
Tell us what your process needs
Bakeries, roasteries, beverage producers and manufacturers can order the range in 1 gallon and larger sizes, with a certificate of analysis on every lot. Specification sheets, samples and custom formulation enquiries go through saenafoods.com.
Every product across both lines is Kosher PAREVE through Oregon Kosher, Non-GMO, Gluten-Free and vegan, and is produced in an NSF third party certified GMP and HACCP facility.
The Art and Tradition Behind Angel Bake’s Bulgarian Rose Extract
At Saëna Baking Co., we believe that every flavor we offer tells a story—a story of passion, tradition, and an unwavering commitment to quality. Our Bulgarian Rose Extract is no exception. It’s more than just an ingredient; it’s a journey to the heart of one of the world’s most enchanting regions: the Rose Valley of Bulgaria.
Discovering the Rose Valley: A Land of Beauty and Tradition
Nestled between the majestic Balkan Mountains and the Sredna Gora Mountains in central Bulgaria lies the Rose Valley, a region steeped in history and renowned for its unparalleled production of roses and rose oil. This valley, with its mild climate and fertile soil, has been the cradle of rose cultivation for centuries. Here, the Rosa Damascena, the queen of all roses, flourishes, giving rise to the world’s finest rose oil—the very essence we use in our Angel Bake Bulgarian Rose Extract.
A Celebration of Nature’s Bounty: The Annual Rose Festival
Each year, as the spring sun warms the earth, the Rose Valley comes alive with the vibrant colors and intoxicating scents of millions of blooming roses. The first days of June mark the beginning of the rose harvest, a time when the entire region celebrates its rich cultural heritage through the Rose Festival in Kazanlak. This festival is not just a celebration of the roses themselves but also a tribute to the people who have dedicated their lives to this delicate craft.
During the festival, local communities come together to handpick the roses in the early morning, capturing the flowers at their peak freshness. These handpicked petals are processed daily to preserve their precious aroma and flavor.
The Making of Angel Bake Bulgarian Rose Extract
The creation of our Bulgarian Rose Extract is a meticulous process that honors centuries of tradition. It takes an astounding twenty kilos of rose petals to produce just one gram of rose oil. This precious oil is the cornerstone of our Rose Extract, infusing it with a depth of flavor and aroma that is unmatched in the culinary world.
Every drop of Angel Bake Rose Extract is crafted with the utmost care, ensuring that the essence of the Rose Valley is captured in every bottle. Whether you’re looking to add a floral note to your desserts, elevate your beverages, or create a fragrant syrup, our Rose Extract is your key to transforming ordinary creations into extraordinary experiences.
Bringing the World’s Finest Rose Extract to Your Kitchen
At Saëna Baking Co., we are proud to offer you the best rose extract in the world, made with passion, precision, and an unwavering dedication to quality. Our Bulgarian Rose Extract is not just a product; it’s an invitation to experience the rich tradition and natural beauty of the Rose Valley in every culinary creation you make.
Explore the exquisite flavor of our Rose Extract and bring the essence of Bulgaria’s Rose Valley into your kitchen. Whether you’re a professional chef or a home baking enthusiast, Angel Bake’s Rose Extract is here to inspire your culinary creativity.
Bring Bulgarian Rose Into Your Application
The source of the botanical matters, but so does the flavor format:
Bulgarian Rose Extract is the alcohol-based Culinary Aromatics option for beverages, syrups, finishing, and aqueous or alcohol-compatible formulations.
Bulgarian Rose Flavor Oil is the MCT-carried Pure Infusions option and is often more optimal for oil- or fat-phase and high-heat applications including ice cream, chocolate, cocoa liquor, breads, candy, cake batter, buttercreams, fillings, sauces, and dressings.
Culinary Crystals and Encapsulated Essences are made-to-order dry formats for immediate dry dispersion or protection through processing and storage. Discuss a dry-format application with Saena.
